Do we use a comma for thousands? What if the speaker says X hundred?

We separate thousand digits with a comma, regardless of how it is said (e.g., always type 1,400 whether the speaker says fourteen hundred or one thousand four hundred). Exclude the comma for years and addresses as per normal conventions.
