What do we do with words repeated on both sides of an interruption?

In short, it's a judgment call. Whenever this question has come up in the past, different Transcribers, QAs, Reviewers, and even Admins, have different opinions. The most popular choices are to keep both repetitions OR to remove the first as a false start. For example, if the speakers say:

I wanted to go to the mall and the--
Wait, where?
--and the store.

You can either transcribe it just like that, or do:

I wanted to go to the mall--
Wait, where?
--and the store.
