Partial words at beginning or end of file

In general, we exclude partial words from the transcript, such as in the case of false starts. But if you hear a partial word at the beginning or end of a file and have a reasonable idea what the word is, yes, you may include it. Keep in mind the QA may end up removing it if it was present in the adjacent chunk.
